Seguro acusa Passos de “dependência” de Angela Merkel
O secretário-geral do PS defendeu hoje a emissão de moeda pelo Banco Central Europeu (BCE), “indispensável” para recuperar a economia, e acusou o primeiro-ministro de “dependência” em relação a Angela Merkel e de estar “cada vez mais isolado” em Portugal.
“Eu defendo a emissão de moeda pelo BCE como política indispensável para a recuperação económica, porque um pouco de inflação é um preço razoável para sairmos da crise a nível europeu”, escreveu António José Seguro na sua página na rede social Facebook. Seguro diz que defende também a emissão de ‘eurobonds’ (títulos da dívida pública conjuntos dos países da moeda única) “para financiamento de investimento público e, projetos autossustentáveis e para diminuição dos juros” da dívida soberana.
Estas duas medidas, acrescenta, “ajudariam muito” a “aliviar os sacrifícios” exigidos aos portugueses e às empresas. O líder socialista diz que, neste caso, pensa de maneira diferente do primeiro-ministro (PM), Pedro Passos Coelho, que no sábado afirmou que a discussão em torno do papel do BCE “não traz uma solução para o problema imediato” com que a Europa se confronta e frisou que a emissão de mais euros “seria um péssimo sinal”. Questionado sobre a diferença de posições entre o Presidente da República e o Governo sobre o que deve ser o papel do BCE na resolução da crise europeia, Passos Coelho afirmou que “se o BCE tivesse por função resolver o problema dos países indisciplinados, imprimindo mais euros, pura e simplesmente esse seria um péssimo sinal”.
No seu entender, tal atuação faria passar a mensagem de que não seria necessário rigor nem disciplina orçamental, porque o BCE imprimiria mais moeda. Para António José Seguro, o argumento de Passos Coelho é “descabido” porque “pode haver disciplina e emissão de moeda”. O secretário-geral do PS diz ainda que o PM está “cada vez mais alinhado com a senhora Merkel e isolado no país”, acrescentando que Passos Coelho “continua na sua e não escuta outras opiniões” além da da chanceler Alemã. “Os problemas de Portugal não são os da Alemanha e por isso não se entende que o PM não defenda as propostas que melhor servem Portugal”, afirma.
Já na sexta-feira, no Parlamento, durante o debate do Orçamento do Estado para 2012, Seguro tinha considerado urgente que o BCE altere as exigências à banca nacional de rácio de empréstimos e de capital, dizendo que só por essa via haverá crédito para as empresas. O Presidente da República, por seu turno, tem afirmado, desde finais de setembro, que o BCE deveria assumir outro papel na resolução da crise financeira europeia, considerando que é aí que está a solução para esta fase. Para Cavaco Silva, o BCE deveria ter “disponibilidade para uma intervenção ilimitada no mercado secundário da dívida pública daqueles países, que sendo solventes, enfrentam problemas de liquidez”, tendo como contrapartida a implementação de políticas de disciplina orçamental e políticas estruturais para aumentar a competitividade.
